 NHS TARGETS FAIL PATIENTS, SAY TORIES  

 Government targets for the NHS havj had

 an adversj impact on services not seen 

 as priorities, the Conservatives claim.

                                        

 Tory health spokesman Dr Liam Fox said 

 figurew show the proportion of patients

 seen within a month of referral has    

 fallen since 1997 for some treatments.
