 OPT-OUT SCHOOLS CAN MORTGAGE BUILDINGS 

                                        

 Grant-maintained schools are to be     

 allowed to mortgage their property to  

 raise capital for projects such as new 

 sports halls or science blocks.        

                                        

 At present, no state school is allowed 

 to borrow money, but Education         

 Secretary Gillian Shephard has said she

 will change the rules for the country's

 1,000 grant-maintained schools.        

                                        

 Schools will be asked for proof that   

 they can pay back loans.
