 Only a handful of British employers    

 allow both mothers and fathers time off

 at the birth of a child, a report says.

                                        

 The survey from independent think-tank 

 Demos revealed that just 3% of         

 organisations offered parental leave to

 both female and male staff.            

                                        

 But Labour's commitment to the Social  

 Chapter means companies might have to  

 provide 12 weeks unpaid parental leave.
