 The NHS needs a real increase in funds 

 of 3% a year to meet rising demands.   

                                        

 ■ However, the Tories and Labour have  

 promised to increase the health budget 

 by only 0.3% up to the year 2000.      

                                        

 ■ Labour warned voters they had only   

 days to "save" the NHS from a Tory     

 party bent on privatising it. But,     

 having been the party that created the 

 NHS 50 years ago, they see it as their 

 historic duty to maintain a service    

 based on need and not ability to pay.
