 Labour leaders have said a start can be

 made on plans to re-build the NHS by   

 cutting the strangehold of bureaucracy 

 created by the Tories' internal market 

                                        

 ■ But the promise that the first £100m 

 saved by this would go on reducing     

 waiting lists has been challenged by   

 BMA chairman Sandy Macara.             

                                        

 ■ During the campaign he branded the   

 sum "frankly pathetic" and said Labour 

 offered no better solutions than the   

 Tories - a charge repeated by Lib Dems
