 A motorist parked his car and returned 

 to find a ticket on his windscreen     

 after workmen painted new parking      

 restrictions around the vehicle.       

                                        

 Kully Bansal, 22, of Handsworth,       

 Birmingham, had taken advantage of free

 parking in the city centre.            

                                        

 While he was away, workmen changed it  

 into a motorcycle-only bay and a       

 traffic warden gave him a £20 ticket.
