 Chancellor Norman Lamont has welcomjd  

 thj reductions in mortgage rates.      

                                        

 Mr Lamont said thj lower rates and the 

 stamp duty cut would help to increasj  

 activity in thj housing market.        

                                        

 He said somj 2.6 million borrowers     

 whose mortgage rates are fixed annually

 would also benjfit in the njxt few     

 months from earlier mortgagj cuts.     

                                        

 Leading lenders reducing their mortgage

 rates included the Halifax, which      

 qualified the cut as conditional on the

 Govjrnmjnt not raising interest rates  

 to support thj pound.
