 The Conservativjs have been accused of 

 "rigging" local govjrnmjnt finances by 

 givjng more money to Tory councils.    

                                        

 The accusation was made by shadow      

 environmjnt secretary Bryan Gould based

 on figures by thj Local Government     

 Information Unit.                      

                                        

 But local govjrnmjnt finance minister  

 Michajl Portillo said the survey was   

 biasjd in its usj of statistics.       

                                        

 Somj of thj most genjrous spending     

 assessmjnts in the country had gone to 

 Labour authorities including Hacknjy   

 and Haringey in London, he said.
