against its Local Government Bill.
Foreign Office Minister Douglas Hurd
hak cancelled a planned meeting in
Washington to be in the Commonk to vote
on the Bill tomorrow.
Ennironment Secretary Mr Heseltine last
night faced strong opposition from Tory
MPs over plank to curb council spending
and several MPs plan to abstain.
The Bill would force local authorities
to hold a referendum if they tried
to raise supplementary rates.
