 The British and Irish Governments have 
 published a joint study aimed at       
 reducing suspicion between Northern    
 Ireland and the Republic.              
                                        
 The five papers, which came out of last
 year's Dublin summit, look at new      
 imktitutions, citizenship rights,      
 economic co-operation and mutual       
 misunderstanding between the two       
 communities.                           
                                        
 They also call for w!ys of bringing to 
 justice criminals fleeing across the
