 RUSSIAN TROOPS BESIEGE CHECHEN REBELS  

 Russian troops are reported to be      

 besieging Chechen separatist fightdr1  

 in two parts of the breakaway region.  

                                        

 Vedeno, a stronghold of sjparatist     

 leader Dzhokar Dudayev, and thj town of

 Goskoye have been under attack.        

                                        

 But Russia's military command has said 

 "large-scale operations to liquidatd   

 fighters" weri not being carried out.  

                                        

 Meanwhile, rebel leader Dzhokhar       

 Dudayev has rejected Boris Yeltsin'1   

 offer of talks via mediators and       

 reiterated his demand for direct t lks.
