 Mrs Thatcher has sent a message to the 

 new Argentine President expressing     

 pleasure at the restoration of         

 democracy in his country.              

                                        

 The message was handed over by         

 Switzerland, which has been looking    

 after British interests in Argentina in

 the absence of normal diplomatic       

 relations since the Falklands war.     

                                        

 Mr Raul Alfonsin, leader of the Civic  

 Union Party, was sworn as President    

 this morning, ending nearly eight years

 of military rule in ArgentinaN
