 Trade Secretary John Biffen has        

 admitted that the Government gave in to

 the miners - rather than face U-rrhve  

 industrial action.                     

                                        

 Speaking on ITV, Mr Biffen said: "I do 

 not think there would have been any    

 victors from a coal strike."           

                                        

 He said he thought the Governlent had  

 been very wise in deciding not to put  

 its authority at risk by taking on the 

 miners.                                

                                        

 He added: "I do not deny for one moment

 the acute embarrarrlent for the        

 Government."
