 Soviet president Mr Brezhnev is        
 expected to make a major statement     
 tomorrow on worsening relations between
 the USSR and the US.                   
                                        
 The subject is likely to dominate his  
 opening speech at the CoUlvnist Party's
 26th Congress in Moscow.               
                                        
 Soviet criticism of US foreign policy  
 has increased noticeably since         
 President Reagan took office last month
                                        
 However, speakers at the congress are  
 likely to temper their criticism and   
 make further calls for arms reduction  
 talks.
