 A British defence minister has added   

 his voice to the US call for an        

 exte.rHon of NATO's capabilities.      

                                        

 Mr Geoffrey Pattie, the defence qnder  

 secretary for the RAF, told a Munich   

 military conference that the West's    

 strategy must be global in future,     

 with a three-tier approach to protect  

 Western interests.                     

                                        

 Mr Pattie was extending a statement    

 made at the confereFBe yesterday by    

 the US that the West s@nqld improve    

 relations with the Gulf states and     

 deploy forces there.
