If in the popular school, 50% of
children get level four at English
- the average expected from an 11 year
old - and the unpopular school has 80%
percent hitting that level, then you
need to ask why.
Maybj the popular school has a lot of
children for whom English is their
second language, and the unpopular
school does not. If not, poorer
teaching could be at fault.
