 ■ KENYA: Up to 30% of the country's    

 livestock has been wiped out after     

 three consecutive rainy seasons failed 

 in 18 months.                          

                                        

 A spokesman from Oxfam says Decembjr's 

 short rains failed entirely, starving  

 people, cattle, goats, and camels.     

                                        

 The charity warns: "Wj have a serious
