 EX-MINISTER IN U-TURN ON ROADS         

                                        

 Former Tory transport minister Steven  

 Norris has given his backing to anti-  

 roads protesters and admits the        

 countryside disrupted by the Vewbury   

 bypass could have been left alone.     

                                        

 In an outspoken U-turn on Government   

 policy Mr Norris says he believes it is

 wrong to "pander" to traffic growth for

 the sake of "frustrated motorists".    

                                        

 His comments come in a BBC Panorama    

 traffic inquiry to be broadcast tonight
