 those North Sea stocks that are over-  

 fished," says Jonathan Fulcher from the

 Worldwide Fund for Nature.             

                                        

 "This may require the establishment of 

 marine refuges, in order to rebuild    

 fish stocks.                           

                                        

 "In addition, commercial fishing should

 be controlled stringently, otherwise   

 the North Sea faces depletion."
