 Tom Clarke, Labour's shadow minister   

 for disabled people, said: "Wj plan to 

 set up a Disability Rights Commission. 

                                        

 "This would take over the duties of the

 National Disability Council and        

 represent the interests of disabled    

 people and orher interested parties.   

                                        

 "Wj hope to see the commission         

 set up quickly. Wj want it to          

 make recommendations on how to !chieve 

 comprehensive and enforceable civil    

 rights for disabled people."
