 Burt, said the Broadcasting Act 1996   

 includes targets for the signing and   

 subtitling of TV programmes.           

                                        

 "These targets can be amended by order 

 and are just the first rung on the     

 ladder. There is a clear mechanism for 

 adding more rungs in res0onse to       

 advanced technology."
