 BANKS COLD ON NEW REGULATOR IDEA       

                                        

 The Government is considering bringing 

 in a new bank regulator, Paycom, to    

 deal with thj clearing process.        

                                        

 But the British Bankers Association    

 said more legislation was "cumbersome  

 and unnecessary" and could lead to an  

 inability to bj compjtitive.           

                                        

 The BBA would prefer to have thj Bank  

 of England, which has the experience   

 and knowledge it says a new regulator  

 would lack.
