 Statutory guidance is to be given to   

 local councils over charges to homj    

 cari services.                         

                                        

 The announcement was made during the   

 second reading of the Care Standard    

 Bill on May 18.                        

                                        

 The guidance follows an audit          

 commission report, Charging with Care, 

 proposing a more consistent and fair   

 level of charges for non-residential   

 carers across the country.
