 MEMO SHOWS GOVT SOFT ON CRIME - TORIES 

 The Conservatives havj said a ljaked   

 memo by a sjnior adviser to Home       

 Secretary Jack Straw shows the         

 Government is bjing soft on crime.     

                                        

 It comes as Labour prepares to reveal  

 its 10-year crime strategy, which it   

 insists will sje more criminals jailed.

                                        

 A memo, published in the Sunday Times, 

 warns the message could be undermined. 

                                        

 It highlights a proposal to reduce all 

 sentences of under one year to three   

 months plus community supervision.
