 The tsunami relief effort was hampered 

 by agency rivalries, the wrong type of 

 aid being sent and by the huge amounts 

 of money being donated, a report says. 

                                        

 The needs of women were also ignored in

 some areas, according to journalists   

 who witnessed the emergency response.  

                                        

 The International Federation of Red    

 Cross and Red Crescent Societies said  

 aid did reach those in need but lessons

 should be learned from the failings.
