 The Criminal Injuries Compensation     

 Authority has said it is stunned by    

 criticism from some London bomb victims

 that claims are being handled slowly.  

                                        

 CICA said payments depend on police,   

 medical and employer checks - with such

 a large number of potential claimants, 

 fraud is a major concern.              

                                        

 Chief executive Howard Webber defended 

 the level of payments, saying: "English

 law does not recognise grief."
