 The number of under-18s detained in    

 England and Wales has more than doubled

 in the last 10 years. Why?             

                                        

 "It's about what criminality offers,   

 the failure of the education system and

 the failure of family," Rex Bloomstein 

 says. "We live in a more cynical age.  

                                        

 "It's hard to know why kids do what    

 they do, but it's up the rest of us to 

 get involved by mending broken families

 and giving kids a stake in society."
