 EX-PARKHURST GOVERNOR ATTACKS HOWARD   

 Former Parkhurst prison governor John  

 Marriott has made a strong attack on   

 how Home Secretary Michael Howard has  

 handled the prison service.            

                                        

 He accused Mr Howard of "a knee-jerk   

 reaction to events" and "making policy 

 on the hoof". See 132/133 Despatch 191 

                                        

 Mr Marriott was removed from his post  

 after three life prisoners escaped from

 the Isle of Wight jail last January.   

                                        

 He also accused Mr Howard of creating a

 "scapegoat culture" and said ministers 

 had been aware of shortcomings in      

 security at the prison.
