 LABOUR: TORY "LEADERSHIP BY SCAPEGOAT" 

 The Shadow Home Secretary has said the 

 Prison Service "needs leadership by    

 example not leadership by scapegoat".  

                                        

 Jack Straw was speaking after the ex-  

 governor of Parkhurst John Marriot had 

 attacked the government's handling of a

 breakout at the prison. See 132/33     

                                        

 He said Mr Marriot had "lifted the veil

 on the continuing crisis of morale     

 within the Prison Service".            

                                        

 Liberal Democrat deputy leader Alan    

 Beith said: "The reality in the Prison 

 Service today is that everyone gets the

 blame except the Home Secretary."
