 SPEECH THERAPY STRUGGLES               

                                        

 Dear John                              

  Our child needs speech therapy. We    

  have managed to persuade the LEA to   

  list it under Section II of the       

  Statement, which we know means the LEA

  will have to provide it.              

                                        

  The problem is, all it says is "speech

  therapy help as determined by the     

  appropriate authority."               

                                        

  Who is this "appropriate authority"?
