 BLAIR FENDS OFF LEAK TO GO ON OFFENSIVE

 Tony Blair has deflected criticism over

 a leaked Labour Party memo to spell out

 his battle-plan to beat the Tories.    

                                        

 He said the document, leaked to the    

 press yesterday, was drawn up about    

 seven months ago, before Labour had    

 been strengthened by major reforms.    

                                        

 The Labour leader told BBC Radio that  

 his changes were backed by the         

 "overwhelming majority" of the party - 

 although he would never stifle debate. 

                                        

 And he pledged to reduce taxes for     

 ordinary families while maintaining
